Lagos Municipal Housing Charter

Framework

Through a Cooperation Protocol between the Municipality of Lagos, the Faculty of Architecture of the University of Lisbon and its Center for Research in Architecture, Urbanism and Design (CIAUD), the proposal for the “Municipal Housing Charter of Lagos” was formulated. , in accordance with the provisions of article 22 of the Basic Housing Law (Law no. 83/2019, of September 3), with a view to being submitted for approval by the CML to the Municipal Assembly of Lagos.

Assumption

  1. The right to housing is a constitutional, fundamental and indispensable right for the implementation of a true Social State; However, there is consensus that, in recent years, the housing crisis has worsened in Portugal;
  2. In response to this situation, in recent years, a profound remodeling of the legal and regulatory framework was undertaken with a view to the materialization of this right, within which the publication of the first Basic Housing Law (LBH) and the creation of a a broad set of new public policy programs, and revised public intervention mechanisms in the field of housing;

III. Among the new instruments created, the Municipal Housing Charter assumes particular importance, enshrined in the LBH as a “municipal instrument for planning and territorial ordering in matters of housing, to be articulated, within the framework of the Municipal Master Plan (PDM), with the other instruments territory management and other strategies approved or planned for the municipal territory”;

  1. Taking into account the innovative, highly specialized and exploratory nature of the development of a Municipal Housing Charter, as well as the need to guarantee a higher level of quality and the highly specialized knowledge that must be underlying, all in a context of speed that allows the maximization of its operational potential, the Lagos City Council is interested in involving FA-ULisboa and its CIAUD research center in its preparation, considering this to be the most appropriate way and which gives greater guarantees of excellence technical and scientific approach to carrying out this task;

Goals

In turn, the development of a Municipal Housing Charter allows FA-ULisboa/CIAUD to deepen the development of applied scientific research in this area of knowledge, with clear contributions to the advancement of knowledge in this field, which it can later make available to society, through the creation of reports and/or articles to be disseminated in scientific and professional circles and future training and teaching actions in the field.
