“Urban Systems” for The National Plan For Territorial Development of Mozambique (“PNDT-Plano Nacional De Desenvolvimento Territorial”)

The National Territorial Development Plan, drawn up by the initiative of Council of Ministers and approved by the Parliament, is aimed to promote harmonious and balanced economic and social development, both in urban and rural areas, strengthening the role and responsibility of the State in planning the land throughout the national territory and the mandatory of participation of the communities in the process of economic and social development of Mozambique.
Therefore, the Plan will define strategies and policy bases for the use, preservation and enhancement of the environment in the socio-economic and geographic context of the country, giving emphasis to the following aspects:

• The preservation of areas of high ecological value;
• The harmonious and interconnected development of urban centers and rural areas;
• The use of mineral, water, fauna, forestry, marine and coastal resources for sustainable economic development;
• Enhancement and preservation of cultural and historical heritage;
• The interconnection between the provinces, the country and the rest of the world in terms of strategic infrastructures and economic interests; and
• The boundaries and complementary relations of the provinces, districts and local authorities with the surrounding territory.

CIAUD members are directly involved with the coordination of the Plan and are developing the “Urban System” field of expertise, describing and proposing the future urban realm of the country for the next 30 years.
